Harrietstown supervisor declares state of emergency, locks town hall

SARANAC LAKE — Harrietstown town Supervisor Mike Kilroy issued a state of emergency Tuesday afternoon.

He said the operations of the town have switched to an on-call basis, and he posted phone numbers of the department heads on the front door of the Harrietstown Town Hall. Future town council meetings were canceled until further notice, and the entrances to the town hall have been locked.

The side door that leads to the Saranac Lake village offices upstairs is still open. Those offices are operational, but they have been closed to the public. The village has a drop box outside the office door at the top of the stairs.

The village has not declared a state of emergency. Mayor Clyde Rabideau said Tuesday he knows it’s an option but hasn’t gone there yet.

Kilroy said the Harrietstown portion of the town hall will be mostly empty until further notice.

“I’ll check in to grab the mail, but I won’t be staying there all day, maybe 15 minutes,” he said.

A state of emergency gives more power to a municipal leader without the say of a board or a council. Kilroy said closing down the town hall and limiting operations will likely be the extent of that power for him.

With the town offices shut down, Kilroy said people won’t be able to do things like request birth certificates, pay their taxes in person or apply for hunting and fishing license. He said taxes can still be mailed in.

He left operations of the Adirondack Regional Airport up to Airport Manager Corey Hurwitch.

“They’re under the (Federal Aviation Administration),” Kilroy said, “and the FAA wants them to stay open.”
